  Firm Renewal Notice to be Sent

  Notice of renewal for firms will be sent out on November 1, 2018.  Please be sure that your firm EMAIL and contact person information is up to date.  Should you have any questions about firm renewals please contact Tyler Barrick at tyler@ncbarch.org .  All active firm licenses will expire on December 31, 2018, regardless of issue date.

  Hurricane Florence Update

  As you know, the impact of Hurricane Florence has been especially devastating here in North Carolina.  Architects are often called to volunteer during such a natural disaster. Please refer to the following as you make your decision to assist –

  § 83A-13.1.  Architect who volunteers during an emergency or disaster; qualified immunity.

  (a)        A professional architect who voluntarily, without compensation, provides structural, electrical, mechanical, or other architectural services at the scene of a declared disaster or emergency, declared under federal law or in accordance with the provisions of Article 1A of Chapter 166A of the General Statutes, at the request of a public official, law enforcement official, public safety official, or building inspection official, acting in an official capacity, shall not be liable for any personal injury, wrongful death, property damage, or other loss caused by the professional architect’s acts or omissions in the performance of the architectural services.

  (b)        The immunity provided in subsection (a) of this section applies only to an architectural service:

  (1)        For any structure, building, piping, or other architectural system, either publicly or privately owned.

  (2)        That occurs within 45 days after the declaration of the emergency or disaster, unless the 45-day immunity period is extended by an executive order issued by the Governor under the Governor’s emergency executive powers.

  (c)        The immunity provided in subsection (a) of this section does not apply if it is determined that the personal injury, wrongful death, property damage, or other loss was caused by the gross negligence, wanton conduct, or intentional wrongdoing of the professional architect or arose out of the operation of a motor vehicle.

  (d)       As used in this section:

  (1)        “Building inspection official” means any appointed or elected federal, State, or local official with overall executive responsibility to coordinate building inspection in the jurisdiction in which the emergency or disaster is declared.

  (2)        “Law enforcement official” means any appointed or elected federal, State, or local official with overall executive responsibility to coordinate law enforcement in the jurisdiction in which the emergency or disaster is declared.

  (3)        “Public official” means any federal, State, or locally elected official with overall executive responsibility in the jurisdiction in which the emergency or disaster is declared.

  (4)        “Public safety official” means any appointed or elected federal, State, or local official with overall executive responsibility to coordinate public safety in the jurisdiction in which the emergency or disaster is declared.

  New Board Member Appointed

  Governor Roy Cooper has appointed Catherine C. Morrison, AIA, LEED AP BD+C, NCARB, to the Board of Architecture.  She will serve a five-year term.  Her experience includes land use planning, utilization analysis, renovation and expansion projects as well as new construction and medical office buildings.
  
  Morrison is an active member of the community, honored in Charlotte Business Journal’s 40 under 40. She has served on the Board of Directors for AIA Charlotte, AIA North Carolina and the Charlotte Chamber of Commerce. She is also passionate about cities and has collaborated with the Arts and Science Council, is a graduate of the Community Building Initiative’s Leadership Development Initiative and was a member of the Knight Foundation’s Creative Communities Initiative. Morrison’s design ethos is informed by her passion for creative communities and she believes that all things can be more than the intended use when designed well.

  Morrison earned a Bachelor of Science in Architecture from the University of Maryland and a Master of Architecture and Master of Arts in Geography – Community Planning from the University of North Carolina at Charlotte.

  Passing of Thomas P. Turner, Jr. FAIA

  Former NC Board of Architecture Member, Thomas Patrick Turner Jr. FAIA, age 92, moved on peacefully April 9, 2018 in Charlotte NC. He was a devoted husband, father, grandfather, a gifted architect and mentor, and a kind and empathic human being, always concerned with the well-being of others.

  Tom was born in 1926 in Gaffney, SC, the son of Lily Clarke and Thomas P. Turner Sr. He was a 1943 graduate of Gaffney High School and served in the US Navy (1943-1947) in the Amphibious Attack Force and Submarine Service during WWII.

  Tom was a graduate of Clemson University class of 1951, in Architectural Engineering. He joined Odell Associates architectural firm, where he practiced as a Principal Associate for over 20 years.

  In 1977, Tom established ADEP Architects, practicing for over 25 years, specializing in Department of Defense design and construction, completing projects for all branches of the military in the Southeast. His favorite installations included Cherry Point & New River Marine Corps Air Stations, Camp Lejeune Marine Corps Base, and the Naval Weapons Station, Charleston, SC.

  As a member of The American Institute of Architects (AIA), Tom served as the Charlotte Section President, North Carolina Chapter President, and the South Atlantic Regional Director for the National AIA Board of Directors. In 1990, he was elected Vice President of the National AIA. He was awarded the AIA Georgia Bronze Medal in 1990, and The William H. Dietrich Service Medal in 2001 by AIA North Carolina for service to the profession.

  In 1992, Tom was elevated to the AIA College of Fellows, the highest membership honor recognizing exceptional contributions to architecture and society.

  Tom also received gubernatorial appointments to the North Carolina Building Code Council and the North Carolina Board of Architecture where he served until his retirement at age 88.

  Tom remained an avid supporter of Clemson University and the Clemson Corps. One of his proudest accomplishments was serving on the Committee for the creation of the Military Heritage Plaza on the Clemson campus, dedicated in 1996. In 2004, he was awarded the Clemson Alumni Association Distinguished Service Award for service to the University, the Architectural Professional, his Church and the Community.

  Tom was a member of the Myers Park Presbyterian Church where he served as Deacon, Elder, President of the Men’s Bible Class and for over 15 years as Institutional Representative of Boy Scout Troop 55. Tom enjoyed his church work, AIA friends and travels, leisure time at Lake Norman, the comradery of lifelong friends, and most recently newer friends at The Cypress Club, where he was loved, admired and will be missed by many.

  He is survived by his wife of 67 years, Lola Love Turner; daughter Sheryl; son Bryan; grandchildren Thomas and Caroline Klosowski, Patrick and Taylor Turner; son-in-law Jim Klosowski; daughter-in-law Teresa Raines Turner; and multiple revered friends, cousins, nieces and nephews. He was preceded in death by his son T. Patrick Turner III in 1973.

  A celebration of life will be held on Saturday, April 21, at 11 am at Myers Park Presbyterian Church, 2501 Oxford Place, Charlotte, NC. Immediately following the service, the family will receive friends in the Cypress of Charlotte Club Community Room, 3442 Cypress Club Dr.

  Tom requested in lieu of flowers, donations to be made to the Thomas P. Turner Class of 51 Clemson Corps Scholarship Endowment at c/o Clemson Foundation, P.O. Box 1889 Clemson, SC 29633 – online at https://cualumni.clemson.edu/remember/tom-turner – or a charity of your choice in his honor.

  Rule Changes Now In Effect

  The following rules have been amended and the changes are now in effect:

  21 NCAC 02 .0108 Fees  – Exam application fee removed.

  21 NCAC 02 .0206 Requirement for and Use of Professional Seal – Mostly housekeeping to improve the flow of the rule, update specifications for use of digital signature and electronic seals.

  21 NCAC 02 .0209 Unprofessional Conduct – Adds two statutes that were amended by HB 255 (GS 153A, GS 153A-357 and 160A, 160A-417) and clarifies that failing to renew your license and continuing to practice is unprofessional conduct.

  21 NCAC 02 .0213 Individual Licenses – Clarifies the administrative process of license renewals.

  21 NCAC 02 .0301 Application for Registration of Exam – Repealed (see also 21 NCAC 02 .0108 Fees)

  21 NCAC 02 .0302 Examination – Clarifies the administrative process in place since NCBA is now a Direct Registration State with NCARB.
